Sanford to study 421 Corridor alternative after landowner offers to pay half the cost of Siler City sewer route analysis

Sanford councilors on Tuesday reviewed a proposal to study alternative routes for a sewer line that would bring wastewater capacity from Siler City to Sanford, after a nearby landowner offered to share the study cost if a corridor outside conservation land is evaluated.
Nick Fortune, director of business management for TriRiver Water, reminded the council that a 2024 regional water and wastewater needs study identified additional wastewater capacity needs in Siler City and proposed a sewer line generally following the Rocky River. Attorney Mac McCarley said the landowner, identified in the draft agreement as 130 of Chatham, LLC, is willing to pay half the cost of a Sanitary Sewer System Route Study on the condition the analysis explicitly includes evaluation of the 421 Corridor as an alternative to routing through conservation land along the Rocky River.
"The agreement is for the City of Sanford to receive fifty percent of the cost from the land owner ('130 of Chatham, LLC') for the study to determine if the 421 Corridor is an acceptable alternative route for the sewer line," McCarley said, adding that the offer is to pay for study only and is not an agreement to use the 421 Corridor.
Council reviewed a map of the proposed 421 Corridor alternative and the proposed Professional Services Agreement with Freese and Nichols, Inc. Engineering Consultants to perform the analysis. The consultant agreement shown to council lists a study cost of $290,000. The study will evaluate route alignment, pipe sizing, environmental constraints and whether the alternative avoids impacts to conservation land.
TriRiver staff described the technical tradeoffs: sewer routes are often placed along low points next to creeks or rivers, which can lessen construction costs but raise environmental and land‑use concerns. The council did not approve the study during the work session; staff presented the agreement and asked council to consider the cost‑share proposal and consultant engagement.
Next steps in the timeline include finalizing the Professional Services Agreement with Freese and Nichols and scheduling the study for scoping; the agenda item will return for formal approval at a future meeting, and any preferred alignment would be decided only after the consultant analysis is complete.
