The Silver Spring Township Authority on Jan. 21 approved routine monthly disbursements and several project actions tied to capital work.
On a Mull–Secary motion the board approved Sewer Revenue Account payments totaling $218,905.93 (which included $17.70 in MS4 stormwater fees transferred to the township), Capital Reserve payments of $172,554.35 and Developers' Account payments of $3,762.36.
Under new business the board approved Payment #2, Contract 2025‑03, to ECI Construction for $167,050.57 for earthwork, construction and materials on the WWTP maintenance garage; the payment will leave a contract balance of $868,482.25 to be paid as the work proceeds, according to the minutes.
Manager James Stevens told the board staff has identified the Sporting Green, Lambs Gap and Dauphin Drive pump stations as locations for sewer flow monitoring to assess collection and conveyance capacity related to development of the former Hempt property. On a Lenker–Secary motion the board authorized the flow monitoring not to exceed $25,000.
Members also discussed replacement equipment for collection‑system use. Staff presented price quotes for a John Deere XUV 590M utility vehicle and the board requested additional quotes for a diesel‑powered option and configurations that include a hydraulic dump bed and an enclosed cabin; the board asked staff to return revised quotes at the next meeting. The board approved advertising the existing golf‑cart utility vehicle for sale on Municibid.
What’s next: project cost tables and the tapping‑fee study will return in subsequent meetings; staff will bring revised procurement quotes and the engineer will supply full fee‑study documentation.
