Authority Manager James Stevens presented the second draft of the 2026 Operating and Capital Budget and outlined forthcoming capital costs tied to regional drainage and plant upgrades that will obligate the Authority to proportional shares of work in Mechanicsburg and Middlesex/Carlisle.
Stevens said the Authority’s possible outlay for upgrades in Mechanicsburg may be about $136,000 in 2026 and $780,000 in 2027. For Middlesex/Carlisle he said the Authority’s share may be approximately $1.7 million spread over 2027 and 2028. Stevens also reported plans to include additional pump station flow detail in future capacity reports to better identify locations of concern.
The meeting minutes record that the budget adjustments discussed at the November budget workshop were incorporated into the second draft and that staff will seek final approval of the proposed 2026 Operating and Capital Budget at the December Authority meeting. The minutes do not specify precise funding sources, repayment terms, or final cost-allocation formulas for these outside-area upgrades.
