Authority Manager James Stevens told the board the budgets reflect planned work across the Authority’s system and commitments tied to regional treatment facilities. He said capital obligations include potential spending related to the Carlisle Regional Treatment Facility and improvements at the Borough of Mechanicsburg’s facility, which affect the Authority based on its sewer capacity ownership.
Stevens said the Carlisle facility’s biosolids processing project "may require about $102,000 next year and possibly $1.8 million over the next two years," and that Mechanicsburg‑attributable improvements may total about $137,000 in 2026 for security, sludge thickener rehabilitation and a storage structure. The board did not change the figures during the motion; the budgets were adopted as presented.
The board voted to adopt the budgets; the motion carried. The Authority will incorporate these figures into its 2026 fiscal planning and will return to the board with project‑level updates and funding plans as those needs are refined.
