Yamhill County adopts FY 2026-27 budget, approves public health funds and authorizes CDBG application for Cove Orchard
Summary
The board approved the county budget for FY 2026-27 and a slate of routine orders, including a $329,974 Oregon Health Authority amendment for public health positions, a jail fire appropriation (fully reimbursed), Summit Food Services contract changes, and unanimous authorization for staff to apply for a CDBG wastewater grant for the Cove Orchard Sewer District.
The Yamhill County Board of Commissioners unanimously adopted the fiscal year 2026-27 budget on June 18, approving appropriations and levying taxes via Resolution 26-06-18-1.
During the J items portion of the agenda the board also approved several other routine but consequential actions. The county approved Amendment No. 8 to Agreement No. 185833 with the Oregon Health Authority (Board Order 25-269), increasing public health funding by $329,974; the board said the funds will support two family health navigator positions in Sheridan and Dayton schools.
The board approved Amendment No. 2 to a contract with Summit Food Services (Board Order 23-214) establishing a 3 percent increase and amending conditions effective July 1, 2026 and extending services through June 30, 2031. Commissioners also passed a board order opting in to Senate Bill 179 to limit certain recreational-use claims under ORS 105.668.
The board approved an intergovernmental agreement with Marion County to cover 20 percent of ferry operations, maintenance and capital improvement costs effective July 1, 2026, and authorized a $90,000 transfer appropriation to the jail maintenance fund to cover unanticipated expenses from a jail kitchen fire; staff said the full amount is expected to be reimbursed through insurance. The board also ratified a collective bargaining agreement with Yamhill County sergeants/Teamsters Local 223 effective through June 30, 2027.
On the Cove Orchard Sewer District CDBG item, county staff reopened the public hearing to read required grant language and presented the project scope and eligibility findings. Mark, the county presenter, said a door-to-door income survey indicated roughly 75.9 percent of the district's population qualifies as low- to moderate-income, meeting CDBG thresholds. The county will submit a design-phase grant package by September 30, 2026 and may apply for construction funding the following year; Mark cited $150,000 as expected design-year funding and a maximum available grant of about $1.04 million over three years for the project. No members of the public spoke at the hearing and the board unanimously authorized staff to apply for the grant.
