The New Albany Planning Commission approved a conditional‑use permit May 19 to allow a proposed Huntington Bank location to include three drive‑through ATM/vehicle assistance lanes at the intersection of Johnstown Road and Woodcrest Way.
Planning staff told the commission the use is appropriate for the site given nearby retail and existing drive‑throughs and emphasized that a final development plan — including architecture, landscaping and signage — must return to the commission for review. "This is a conditional use to allow for 3 drive through ATMs to be developed as part of a proposed Huntington Bank," a staff member said while outlining the application and the staff recommendation that the permit become void if a non‑bank occupant takes the tenant space.
Brian Emerick, with Allegro Civil Engineers, said he represented the applicant and that the team had no exceptions to the staff conditions. "We don't take any exception to the conditions that are being proposed," Emerick said, and described the intended signage and canopy locations to distinguish ATM and vehicle‑assistance lanes.
Commissioners asked about signage, vehicle stacking and potential nighttime headlight impacts on an adjacent hotel. Staff and the applicant said screening and landscaping would be addressed in the final development plan; the applicant confirmed the preferred orientation of lanes would limit headlights exiting toward Johnstown Road.
The commission admitted the staff report and related documents into the record and then voted to approve conditional use CU‑25‑2025 based on the staff findings and the staff condition that the permit will become void if a different kind of business other than a bank occupies the tenant space. The roll call recorded four yes votes and no no votes.
Next steps: the applicant must submit a final development plan for staff and planning commission review that will address the outstanding architectural, signage and landscaping details.
