Hobart honors reserve officer; police chief announces six promotions

The Hobart City Board of Public Works and Safety met Jan. 7, 2026, where Police Chief Ciszewski announced the retirement of Reserve Officer Don Kosmatka and formally presented him with a plaque.
Police Chief Ciszewski said Don Kosmatka "was a Reserve Officer for 6 years and has donated over 8,000 hours to the City of Hobart." The chief credited Kosmatka's long service to the department and the community.
Chief Ciszewski also announced six promotions within the Hobart Police Department. He identified three officers promoted to lieutenant: Kevin Garber (more than 13 years with HPD; promoted to corporal in April 2018 and sergeant in 2025), Cody Riggle (13 years with HPD; promoted to corporal in June 2019 and sergeant in 2025), and Zach Crawford (18 years in law enforcement, 12 with HPD; promoted to corporal in February 2025 and sergeant in January 2025). Christopher Sipes was identified as promoted to sergeant after serving over 17 years with HPD, and Joseph Taylor and Matthew Stutler were named as newly promoted corporals, each with more than eight years of service, including initial time as reserve officers.
The announcements came during the brief business portion of the Board's Jan. 7 meeting; the Board proceeded to other administrative and unsafe-building items before adjourning at 4:00 p.m.
