At the meeting the Hobart City Redevelopment Authority approved a final plat and amended site plan for Racetrack Incorporated (petition 25‑38) after Polar Engineering (Ben Sumeet) reported staff comments had been addressed and traffic improvements were included in the plan.
The board also heard a brief staff update on petition 25‑16 (Winters subdivision), which raised stormwater and road improvement issues. The authority moved and seconded to table petition 25‑16 to allow the applicant and staff to resolve detention and right‑of‑way questions.
Separately, after a lengthy public hearing and robust commission debate about rezoning petitions 26‑02 and 26‑03 (Wiley Capital), the board tabled both rezoning petitions and instructed staff and the petitioner to return with traffic studies, a proposed PUD or development agreement, and specifics about who will pay for Clay Street widening and utility extensions. Commissioners cited the scale of required road reconstruction, easement acquisition and sanitary/water extension costs as the reasons for delaying a rezoning recommendation.
The meeting concluded after these motions; staff will track follow‑up tasks and schedule the items to return once the studies and proposed infrastructure commitments are provided.
