Council gives consensus on NCDOT toll-credit sidewalk, Pittsboro water funding application and CIP item for PFAS treatment

Several infrastructure and funding items were discussed and advanced by consensus during the April 14 work session, including a Toll Credit pilot agreement with NCDOT, a funding application for a Pittsboro transmission main, and a CIP resolution related to PFAS treatment funding.
Civil Engineer II Mary DePina presented a Toll Credit Pilot Program agreement that would permit the City to use toll revenue credits to leverage federal funds for the Woodland Avenue Sidewalk Project; DePina said the City’s local match for the project is $144,400 and that total federal funding supporting the project, including toll credit, is approximately $2,167,311. Council consensus was favorable for participation in the pilot program.
TriRiver Water Executive Director Paul Weeks described staff’s intent to apply for state grant/loan funding (principal forgiveness with low-interest loan) for a Pittsboro Water Transmission Main to transfer water from Sanford’s plant to Pittsboro; Council consented to submit the application. Weeks also reviewed a resolution to adopt the 2026 Water and Sewer Capital Improvement Plan required to apply for funding for Siler City PFAS treatment; Council agreed to place that resolution on the next City Council consent agenda.
TriRiver Water Director of Engineering Jason Bertoncino also briefed Council on City Hall Annex building improvements and planned space reassignments needed to accommodate construction. Council took no formal votes but provided staff direction to pursue the agreements and grant applications described above.
