Knox County Commissioners discuss ADA and Title VI compliance ahead of INDOT deadline

Knox County Commissioners on April 21 discussed steps the county must take to meet Indiana Department of Transportation (INDOT) requirements for ADA and Title VI compliance as a local public agency. Highway Superintendent Chad Reynolds, Commissioner Kellie Streeter and consultant Tara Damin of USI outlined work needed before INDOT's July 1 submission window and emphasized minimizing costs while preserving eligibility for state and federal funding.
Reynolds said the county is preparing documentation and compliance measures required of an LPA and that USI is advising on the technical and administrative steps. He also said he has drafted proposed revisions to the county's road-bore and road-cut fee and will send that draft to county counsel Drew Porter for legal review. Reynolds reported approximately 80 miles of county roads are planned for chip-and-seal work this year.
The discussion also included a brief operational update: a free tire-recycling event on April 18 filled four trailers, with support from the Knox County Health Department, the Highway Department, Knox County Sheriff inmates and Knox County Solid Waste. No formal action was taken on ADA compliance at the meeting; commissioners discussed engagement options and next steps for staff and consultants to complete required submissions to INDOT.
The commissioners did not vote on a compliance officer or adopt regulations at the meeting. Counsel Drew Porter is reviewing proposed documents and fee drafts and will report back to the board with recommended language and next steps prior to the INDOT deadline.
