Tuscarawas County commissioners approve supplemental appropriations, a reduced fairgrounds roof contract and payment of county bills; recognize VFW

Commissioner Kristin Zemis moved to approve the minutes of the June 10, 2026 meeting; Commissioner Greg Ress seconded the motion. The motion passed with Zemis and Ress voting yes and Commissioner Mitch Pace abstaining.
On financial matters, Commissioner Greg Ress moved and Commissioner Mitch Pace seconded a motion to approve Then & Now expenditures presented to the board; the motion passed unanimously. The board also approved supplemental appropriations under Resolution 438-2026, including $120,000 to Road & Bridge (account 2008-191-33-504100) for equipment and vehicles; $91,809.74 from the Insurance Trust (7035-012-41-510000) as a transfer out to cover JFS collective-bargaining agreement costs for 2026; and $155,333.48 from the Insurance Trust (7035-012-41-510000) as a transfer out described in the agenda as "to satisfy $233,000 MOU dated 12-23-24." The board approved the appropriations by unanimous vote.
The board approved Change Order #1 for the Tuscarawas County Fairgrounds roof replacement with Gildea Group, LLC. Commissioner Mitch Pace moved the change order, Commissioner Greg Ress seconded, and the board voted unanimously to approve the $16,240.00 change order, which reduced the contract total from $381,791.00 to $365,551.00; the change order was noted in the record as "as requested by John Patrick Picard." No additional details about the scope of the change were provided in the minutes.
Commissioner Greg Ress moved and Commissioner Mitch Pace seconded approval of the bills presented to the board; the payment authorization passed by unanimous roll call.
Under other business Commissioner Kristin Zemis announced that Tuscarawas County will field an American 250 float in the First Town Days parade on Friday, July 3, 2026. Elected officials and other participants are welcome to walk or ride; line-up begins at 5:30 p.m. with a 6:30 p.m. step-off at Third Street and Ross Avenue.
The board recessed at 10:05 a.m. on a motion from Commissioner Ress seconded by Commissioner Pace and returned to the record at 10:21 a.m.; the agenda’s 10:15 a.m. appointment did not appear. On return to the record Commissioner Zemis read a recognition for the Carl C. Stoller VFW Post 1445 honoring 100 years of community service; Commissioner Mitch Pace moved the recognition and Commissioner Greg Ress seconded it, and the board approved the recognition.
