Middletown council approves sidewalk project, moves bills due date and hears public-works updates

The Middletown Town Council on July 15 approved a sidewalk project, moved the town's municipal bill due date and heard updates on police facilities and municipal utilities.
The council voted 5-0 to proceed with a sidewalk requested by resident Dustin Schmollinger at 224 N 6th St. Roundtree and Sons Construction submitted a bid of $6,805; the town agreed to cap its contribution at $5,000. Dan Fountain moved to proceed and Gary Kendall seconded; the motion carried 5-0.
The council also approved, by a 5-0 vote, a procedural change to the town billing schedule. Council members adopted a recommendation from LGS to change the town bills due date from the 28th of the month to the 20th. Dan Fountain made the motion; Jake Smith seconded.
Chief Landon Dean told the council the police station remodel is nearly complete and invited members to inspect the work. He said, "all the computers are installed in the police cars and will have wifi free of charge," and reported that a radar unit in a reserve car is not working; he will present a replacement proposal at the next meeting.
Council members heard several administrative and infrastructure updates: Ron Koons reported that parts for the broadcast system are arriving and that paperwork for AMI (advanced metering infrastructure) meters has been submitted. Carl Spears reported that the Holic lift station is operating on one pump while parts for the second pump are on order and manhole locks remain outstanding; staff are checking the station daily.
On code enforcement the council noted that Joel Harvey's office sent a notice to Teresa Combs at 1207 Mill St for building in a utility easement; Combs was not present and the council said it would await her response. Council members asked staff to review ordinance language to ensure enforcement options are clear if a structure obstructs a utility easement during an emergency. The council also asked staff to follow up on cleanup and boarding at 892 High St and to check property records for 907 Locust St, reportedly associated with Jill Dulaney.
Phil Chandler of EMS flagged a personnel/sleeping-arrangement issue when two paid staff from outside town are on duty and said EMS will prepare a proposal to convert part of the training room into sleeping quarters at EMS expense. Carl Spears asked that Brent Kinnett from Aamp be placed on a future agenda for vendor discussion.
The meeting adjourned with no further action.
