Middletown Council approves HVAC bid, multiple grants and permit actions

MIDDLETOWN — The Middletown Town Council on Nov. 18, 2025 approved a series of routine measures, including a $29,750 contract for a new Civic Center HVAC unit and several grant and payment authorizations.
Councilman Dan Fountain moved several of the motions during the meeting, with Gary Kendall seconding each; all votes were unanimous. The council also approved a $1,457.51 change order to move foundation work inside the training room and granted sidewalk permits to Jeff Meyers of 1125 Locust St. and Amanda Parrish.
The Main Street committee presented Resolution No. 2025-11; the council passed the resolution and authorized Council President Dave Wagner to sign any related documentation. At the same meeting the council voted to pay final invoices submitted to the town and to sign the final OCRA grant documents. Council members also approved signing forms for the Library OCRA grant to designate someone to administer those funds.
On personnel business the council approved payment of vacation and PTO time to Clayton Harvey. The transcript records a motion by Dan Fountain and a second by Gary Kendall; the motion carried with all members voting yes.
Civic Center facility work was discussed near the end of the meeting. Fountain introduced competing bids for replacement of the Civic Center HVAC system and the council voted to accept the lowest bid submitted by New Heating and Cooling for $29,750.00. The council also asked staff to obtain a quote for a 10-year warranty on the system.
Landon Dean reported he had spoken with Julie Pursely about serving as the Ordinance Violation Officer; the transcript notes the contact but does not record a formal appointment.
The meeting opened with the Pledge of Allegiance and a prayer offered by Councilman Dan Fountain. Four council members were present and Council member Jake Smith was absent. After completing the listed business the council adjourned.
