Colleton County Council approves reapportionment of East and West districts following 2020 census

Colleton County Council unanimously approved the 3rd reading of Ordinance 21-O-16 on Jan. 4, 2022, a reapportionment that redraws the county’s East and West council districts to align with U.S. Census 2020 population data.
Councilman Phillip Taylor moved for approval and Dr. Joseph Flowers seconded; the motion passed without dissent. Chairman Steven Murdaugh asked about dates and locations for public hearings required under state law and said he had contacted the Colleton County School District, which indicated it would run its own process; the county will schedule community hearings independently.
County Administrator Kevin Griffin told council staff had received updated data from the South Carolina Revenue and Fiscal Affairs Office and noted the county must consider public-health (COVID) protocols when planning in-person outreach. Griffin said staff will circulate materials to council members to allow time for review before hearings.
The ordinance now approved at third reading moves forward to the next administrative steps: staff will publish hearing dates and arrange public outreach so residents can view proposed district boundaries and offer comment. No vote count beyond 'unanimous' was recorded in the meeting minutes.
