Middletown Town Council approves multiple sidewalk payments, passes Ordinance 2025-10 and adjusts utility pay grades

The Middletown Town Council on Oct. 7 unanimously approved multiple sidewalk payments and reimbursements, passed the third and final reading of Ordinance 2025-10, and approved changes to the utility office salary ordinance.
Council President Dave Wagner presided. On motions by Dan Fountain, seconded by Gary Kendell, the council approved a $7,000.00 sidewalk project for 562 High Street and reimbursed the homeowner at 224 N. 6th Street $5,305.00 after inspection. The council also voted to pay Rountree and Sons $3,200.00 for concrete sidewalk work and to pay $7,221.00 for completion of the sidewalk at 189 N. 5th Street. The council passed the third reading of Ordinance 2025-10 on a motion by Dan Fountain and a second from Gary Kendell; the vote was taken “by name and number only,” and all members voted in favor. The transcript does not provide the ordinance text or describe its substantive provisions.
Skyler Cooper and Devon Goble were sworn in as reserve officers for the Middletown Police Department during the meeting. Police Chief Dean presented September police statistics and requested an executive session; the council scheduled that session for Tuesday, Oct. 14 at 6:00 p.m.
Councilmember Carl reported dissatisfaction with paving work in the Honnald Addition performed by contractor Pavement Solution and was instructed to obtain a price for a stump grinder; the council tabled a final decision on stump removal until the next meeting.
The council set the 2026 budget hearing for its Oct. 21 meeting, approved paying a proposed Ball State intern $7.25 per hour plus mileage, and noted that the town's trash contract expires next year and will need to be rebid. The council also voted to add two pay grades to the utility office 2025 Salary Ordinance and moved Lauri Morgan into the grade 8 position on a motion by Dan Fountain and seconded by Gary Kendell; that motion passed unanimously.
The meeting concluded with the council noting that utilities at 907 Locust have been removed and that the owner has been notified that demolition may proceed. With no further business, the council adjourned.
