Middletown council approves $64,941 building-repair contract, paving and staffing changes

The Middletown Town Council on Sept. 2 approved several contracts and administrative changes, including a $64,941.02 agreement for building repairs and a $40,900 paving payment for School Park work.
The actions were moved and seconded by council members during the meeting. Dan Fountain moved to accept a contract with Indiana Foundation for $64,941.02 to perform building repairs; Gary Kendall seconded and the motion carried. The council required a certificate of insurance before work proceeds.
Council members also voted to terminate the town's cleaning contract with Clean and Simple and to hire David Chambless as the municipal building cleaner. Dan Fountain moved to terminate the existing contract and then moved to hire Chambless; both motions were seconded by Jake Smith and approved.
The council approved a $3,800 upgrade to the town's meter-reading software, with Utility Supply providing training for the updated system. Carl reported the town's meter-reading system had not been updated in five years.
Ordinance 2025-10 was read for the first time by number only; Dan Fountain moved and Jake Smith seconded the first reading, and the council voted to approve the first reading. The minutes do not record the ordinance text or subject.
Members accepted Indiana Department of Environmental Management inspection requirements to update the town's long-term control plan at a cost of $14,750; Dan Fountain moved the acceptance, Jake Smith seconded, and the motion carried. Council discussion of sidewalks on the west side of School Park led to approval of a $40,900 payment to BF&S for paving; Dan Fountain moved and Gary Kendall seconded the motion, which passed. David Wagner is recorded as the signatory for the paving contract.
Other items on the agenda included discussion about property maintenance at 907 High Street, where officials said the owner may be unwilling to pay for demolition; Joel Harvey will attempt one more contact before the town proceeds and charges the property owner. MEC reported 25 stumps between sidewalks and curbs needing removal and was asked to get estimates. MEC also said it is exploring a part-time person or a Ball State intern to update the town website.
Chris Oakes announced a volunteer resurfacing effort in Honnal Addition on Sept. 12 and sought volunteers. Police Chief Dean provided an unspecified August department update and statistics. The Utility Office was given permission to block the street in front of the municipal building for a Truck or Treat event; further details will follow.
Several items were administrative authorizations rather than formal votes (for example, Carl was authorized to purchase three council-room chairs). The Utility Right of Way Ordinance was tabled until the next council meeting. The meeting adjourned with the minutes signed.
