The council reviewed multiple property and demolition matters on Aug. 5, 2025.
For 907 Locust St. the minutes record that the owner has not responded; staff sent a letter and the council will monitor the situation. Regarding 892 High St., the owner told the council they expect to close a loan on Aug. 31, 2025, and that a general contractor will be on site Nov. 30, 2025. Joel Harvey was directed to email the owner to hold them to those dates; Committee member Dan Fountain moved and Committee member Gary Kendall seconded a motion to change the dates as discussed and to revisit the matter at the end of November. The motion passed 5‑0.
Council members also considered inconsistency in utility right‑of‑way language. Joel presented a draft for the council’s review and the council was made aware that the owner at 951 Locust is refusing utilities on the property; Joel will inspect and report back with options.
Other property items included a resident request for a new meter at 129 N 2nd St. and a homeowner concern about improper tree trimming at 234 9th St.; Carl Spears said he would prepare usage graphs and pursue repairs and follow‑up where appropriate.
The council did not record any sales or acquisitions; Richard Emery offered his property for town purchase consideration, which the minutes noted but did not take action on.
