Votes at a glance: outdoor seating approved; reimbursement OK’d; 15-minute parking motion withdrawn

The Middletown Town Council on Aug. 19 approved two motions by unanimous vote and recorded a separate parking motion that was later withdrawn.
Council voted 5-0 to allow outdoor sidewalk seating for a proposed restaurant at the corner of 5th and Locust after discussing the space needed for handicap access. Dan Fountain moved to permit seating; Gary Kendall seconded. Fountain said he would notify the applicant, Kris Harter, who discussed the request by phone but was not present.
In a separate motion, the council voted 5-0 to reimburse the Coopers of the Middletown News for sidewalk work up to the maximum amount allowed under town policy; Dan Fountain moved and Gary Kendall seconded that measure.
Council also recorded a motion to create 15-minute parking in front of the newspaper office (moved by Dan Fountain and seconded by Gary Kendall) but that action was withdrawn after attendee Sue Cooper pointed out that the newly installed sidewalk and railing prevent street-level access to the building. The council took no further action on that parking proposal and asked staff to review whether an ordinance change is required for downtown no-parking signs.
The council instructed town staff to follow up on the approved items and to bring ordinance-related parking proposals back for further consideration.
