The Marlborough Conservation Commission reviewed plans June 1 to replace failing metal pipes on Quinn Road with a precast concrete box culvert over Cattle Lot Brook and continued the public hearing until a special meeting on June 29, 2026.
Peter Hughes, Director of Planning & Development, presented the culvert replacement proposal and reviewed site grading and drainage plans. Hughes said construction would require a temporary single‑lane roadway with traffic lights, temporary utilities and a water diversion plan during work. He said funding for the project is secured with a 50/50 split between the town and the State of Connecticut, that an RFQ will go out in the fall, and that the project is planned to start June 1, 2027, with an estimated 4–5 month construction period. Hughes also reported that the State is reviewing the plans and LandTech is preparing a consultant report.
Commissioner Martha Smigel moved to table Application #04‑26 to a Special Meeting on June 29, 2026; Shana McDermott seconded and the motion passed unanimously. Later in the hearing, after requesting additional review materials, Peter Hughes asked the commission to continue the public hearing; David Pratt moved to continue the hearing to June 29, 2026, Shana McDermott seconded, and the motion passed unanimously.
Next steps: the commission will reconvene June 29 to consider the State review and consultant reports before taking further action on the culvert application.
