Colleton County Council unanimously approved the 3rd reading of Ordinance 22-O-01 on June 7, authorizing a fee-in-lieu-of-taxes (FILOT) agreement with Gehl Foods Southeast, LLC (formerly known as Project Ruby).
The ordinance authorizes the county to enter an agreement under which Gehl Foods would pay fees in lieu of ad valorem taxes, permits assignment and assumption of previously negotiated incentives (including agreements involving Crescent Dairy & Beverages, LLC), and contemplates special source revenue and infrastructure credits. Chairman Murdaugh called the ordinance and the motion was adopted without recorded dissent.
Council also gave first reading by title to Ordinance 22-O-10, a similar fee-in-lieu proposal tied to a project described in the meeting materials as Project Waterfall, and listed Project Waterfall as an executive-session economic-development topic. Council members did not disclose negotiation details in open session.
The approvals position the county to finalize local incentive terms and proceed with formal agreements subject to the usual filings and conditions. No specific tax-equivalent values, jobs targets, or investment amounts were stated on the record at the meeting.
