Homeowner permit delay prompts Turin to seek private inspection options under HB 493
Summary
A homeowner's November 2025 permit request still has no town response; Mayor Sprouse reported meeting a SafeBuilt representative and will invite engineering firms to the March meeting as HB 493 allows private action when municipalities delay, though final approval remains with the town.

Turin — The council discussed a homeowner request submitted in November 2025 that, as of the Feb. 11 work session, had not received town feedback.
Mayor Sprouse told the council he has reached out to two building-inspection and permit vendors for quotes, met with a representative from SafeBuilt to review services, and plans to invite two engineering firms to present at the March council meeting. The council framed those steps as ways to reduce backlogs and provide inspection and permitting services the town currently lacks.
Members discussed HB 493, which the council noted was passed in 2021 and allows a property owner to move forward with private companies on a project when a municipality fails to act in a timely way; the town would still be required to grant final approval for any work done. Council members said they hope vendor presentations will help the town determine whether to contract for inspections or otherwise speed permit responses.
No formal contracts or vendor selections were made at the Feb. 11 session. The council expects engineering firms and inspector vendors to present proposals at the March meeting so members can consider next steps.
