Turin council fills two planning seats, weighs engineering and code-enforcement options

At the Jan. 20 meeting, the Turin Town Council took multiple personnel and infrastructure steps. The council unanimously appointed Mr. Perry Bishop and Ms. Cathryn Bankhead to fill two vacant seats on the Planning & Zoning Commission; the record shows a third applicant (identified only as “Mr. Bishop” in the minutes) was held for future appointment. Council thanked the volunteers for applying.
Separately, the council noted that Brennan Jones Engineering Associates informed the town in December 2025 that it would not renew its general consulting and zoning-administration contract. Council asked staff to seek a qualified replacement and to arrange presentations from SafeBuilt (providing building and inspection services since 2017) and Integrated Science & Engineering (a Newnan-based multi-discipline firm) at a future meeting.
Council discussed funding the code-enforcement and magistrate positions for 2026; SafeBuilt was identified as a potential provider of code compliance services if the positions are funded. Water Superintendent Russel reported he had two dated quotes to repaint the town water tower and was instructed to obtain updated bids from those vendors and to solicit a third vendor. He also said he needs to access the old community building to assess an undocumented septic system; he noted he is certified to make that inspection.
In public comment, Meredith Duke of Sew Senoia asked whether a property at 42 South Hunter Street could be rezoned for her boutique; Attorney Mark Mitchell and the council said the property owner would need to apply and that rezoning requests go to the Planning & Zoning Commission.
Finally, the council moved into executive session to discuss legal and personnel matters; Attorney Mark Mitchell made a presentation. After returning to open session the council scheduled a Feb. 11 work session and a Feb. 11 council meeting, then adjourned unanimously.
