Hobart Civil Service Fire Commission names Commissioner Pouch chair, schedules engineer exam

The Hobart Civil Service Fire Commission on Jan. 8, 2025, selected Commissioner Pouch as its chair and set a date for an engineer promotional exam while reviewing department guidance on rank qualifications.
Commissioner St. Myers moved to approve the meeting agenda; Commissioner Pouch seconded and the motion carried. The commission likewise approved the Dec. 11, 2025 meeting minutes on a motion by St. Myers, seconded by Pouch (motions recorded as carried 2-0). The minutes list AC Reed, Union VP Ditchcreek and Secretary Maloney as present for roll call.
Under correspondence, Commissioner Pouch read an email from AC Millard and noted a similar message from Chief Lopez regarding a resolution that would require all officers to meet the qualifications for the rank they currently hold by Jan. 5, 2027. According to the minutes, Chief Lopez’s email said the department will offer the needed classes and that affected personnel will be notified. The commission recorded that department policy SOP 101.14 will be followed.
The commission also addressed a personnel-administration item: Pvt. Mark Reid emailed to note the current Engineer eligibility list is expired and requested a new list. The commission set an exam date of Feb. 20, 2026, at 4:00 p.m. and asked Secretary Maloney to post notices at all stations.
No committee reports were offered; a committee assigned to review employment conditions prior to promotion testing could not meet because of holidays and scheduling conflicts. Under old business, Commissioner Pouch said he has a mental aptitude test he wanted to present to the commissioners. Under new business, Pouch stated he had been sworn into a new term the previous morning by Mayor Huddleston.
Commissioner St. Myers moved to select Commissioner Pouch as chair; the motion was seconded and accepted by Pouch and recorded as carried (2-0). Commissioner Pouch then moved to adjourn; St. Myers seconded and the meeting was adjourned.
Next steps recorded in the minutes: Secretary Maloney was requested to post the engineer-exam announcement at all stations and the department intends to offer classes tied to the qualifications resolution. The minutes record no votes on the qualifications resolution itself and no formal committee findings.
