SANFORD, N.C. — At its May 5, 2026 meeting, the Sanford City Council approved a series of infrastructure, contract and budget measures and set two public hearings for proposed alley closures on June 2.
On transportation and land matters, City Attorney Susan Patterson summarized a Memorandum of Understanding with the N.C. Department of Transportation tied to a roundabout near Kiwanis Children's Park. Under the terms described in the minutes, NCDOT paid Lee County $84,625 for 0.59 acres they took and the City offered replacement property near Horton Park valued at $94,000; council approved the MOU unanimously.
On water infrastructure, TriRiver Water Director of Engineering Jason Bertoncino said the CAM Site Elevated Storage Tank and Water Main Project was re-advertised to include additional interconnection work and that LKC Engineering was the only firm to submit qualifications; council awarded the professional engineering services contract to LKC Engineering.
The council also approved a construction reimbursement agreement with SDH Raleigh, LLC, to rebuild Pin Oak Drive while the developer installs new phases in Arbor Glen and approved an ordinance transferring $57,189 from surplus resurfacing funds to pay for the work. Separately, the council adopted a capital project closure for the Enterprise Park Drive rehabilitation project and moved $176,049 to the General Fund.
Budget and staffing actions included a Parks budget ordinance appropriating $36,500 to cover departmental needs and an ordinance to create a Public Facilities and Parks Coordinator position for the Pilgrims Sanford Agricultural Marketplace; Public Works Director Fedd Walker said about 80 percent of the new position's duties would be devoted to marketplace functions and 20 percent to assisting the Parks Administrator.
The council declared its intent to consider closing two unopened alleys — one along Chatham/Alcott Streets affecting parcels recently acquired by Brick Capital CDC and one along Robbins Street requested by property owner Duran Johnson — and set public hearings for June 2, 2026; staff will consult the Fire Marshal before the hearings.
Most actions passed unanimously. The minutes record motions, seconders and unanimous votes for these items; no large budget appropriation beyond the items described was recorded.
