Twin City Commission approves vendor payments, reviews FEMA fire grant and schedules lead service-line bids

Twin City commissioners on Sept. 3 approved multiple vendor payments and reviewed grant-funded upgrades for the fire department while hearing routine departmental reports.
Mayor Matt W. Donaldson opened the meeting and the commission approved the agenda and the Aug. 6 minutes. The body approved payments of $114,335.76 to American Safety & Fire and $173,400.00 to NAFECO; Mayor Pro Tem Jule Bady Jr. made the motion and Commissioner Jesse S. Brown seconded. The commission also approved a $14,463.95 invoice to Davidson’s Grant Writing for services tied to the FEMA Assistance to Firefighters Grant; Commissioner William R. Brown III made the motion and Commissioner Charles Moody seconded. All recorded motions were approved unanimously.
At a 6:30 p.m. pre-commission workshop, Fire Chief Foster Grimes summarized a FEMA Assistance to Firefighters Grant totaling $289,279.05 and reviewed a list of equipment to outfit a new fire truck plus new turnout gear for department members. Chief Grimes recommended accepting equipment quotes from American Fire & Safety and NAFECO, the vendors later paid in the regular meeting.
The commission examined a separate GEFA Drinking Water SRF Lead Service Line Replacement Program grant for $54,750.00 and reviewed advertising language for bids to complete a service-line inventory; the minutes state bids are due Oct. 1. The commission also discussed a draft recodification of the City of Twin City Code of Ordinances and treated this session as the first reading of a resolution to adopt the new code; commissioners were asked to review the draft and report questions before a subsequent action.
Mayor Donaldson reported the passing of Dewayne Rollins, a Planning Commission member. The finance report showed a fund balance of $1,396,049.60 at the end of August 2024. Commissioners heard routine reports from Streets & Roads, Water & Sewer, Recreation and the Fire Department; Recreation notes referenced staff preparing for the Cotton Blossom Festival.
The commission entered and exited an executive session to discuss personnel; no personnel actions were recorded in the public minutes. The meeting adjourned after the session.
Next steps recorded in the minutes include the Oct. 1 bid deadline for the service-line inventory and further review of the proposed code recodification before a resolution vote.
