River Ridge updates lake maintenance; compressor noise reduced but plantings delayed after Edgewater concerns

Bill Kurth of Premier Lakes briefed the board on July 23 that lakes, preserves and dry retention areas are generally in good shape but seasonal algae growth was present. He said a cabinet installed around the Masters Lake compressor lowered sound from 64 to 52 decibels "which...is acceptable" in his view.
Operations Manager Shane Willis said the issue is not solely decibel level but the aerator’s tone, and the Board discussed moving the compressor and easement constraints. Mr. Willis and Mr. Kurth will coordinate to consider moving the compressor and report back at the next meeting.
Board Chair Bob Schultz summarized flooding concerns in Edgewater, recommended a meeting with the Edgewater association to discuss littoral plantings and rip‑rap, and the Board agreed that Canna lilies should not be planted. Mr. Kurth said planting at Lake E4‑A will be delayed until an agreement is reached with the Edgewater Condo Association and staff will resubmit the proposal when appropriate.
Separately, Mr. Willis presented the Annual Quality Assurance Audit for lake maintenance and dry retention, reporting improved conditions and no compliance issues; he noted water levels were high and the audit will be conducted earlier next year.
Mr. Adams presented an estimate from MRI Construction (#C060-24) for a Type 9 inlet top at Pinehurst for $10,692.88 to reduce debris‑blocking; the Board left the item on the agenda pending additional proposals.
Next steps: Premier Lakes and operations staff will evaluate compressor relocation and report back; plantings at Lake E4‑A remain on hold pending Edgewater Association agreement.
