The Mt. Vernon City Council on March 20 approved Ordinance #2023-14, imposing a 3% municipal retailers occupation tax on non-medical cannabis sales within the city, to take effect July 1, 2023.
City Manager Mary Ellen Bechtel presented the ordinance at its second reading and said the measure would "initiate a 3% tax on non-medical cannabis sales within the incorporated limits of the City of Mt. Vernon beginning July 1, 2023." Council Member Ray Botch moved to approve the ordinance; Council Member Donte Moore seconded. The motion passed with yeas recorded as Ray Botch, Joe Gliosci, Donte Moore and Mike Young. Mayor John Lewis was absent.
The tax applies only to non-medical (recreational) cannabis sales within city limits. No changes to the city's medical cannabis taxation or licensing were discussed at the meeting. The ordinance was recorded as Ordinance #2023-14.
The council did not discuss allocation or use of expected tax revenue during the meeting; no amendments or conditional directives were recorded. The next procedural step is implementation of the newly enacted tax beginning July 1, 2023, unless otherwise amended by future council action.
