County staff report November financials are overextended; state RFI timeline extended to 2027

Dolores County staff reviewed the county’s November 2025 financial statements at the Jan. 5, 2026 meeting and told commissioners that protective services and county administration lines were overextended for this time of year.

A staff presenter said the county expects an allocation in July and that the county’s fund balance and obligation accounts are available to cover current overexpenditures. The presenter cautioned that the overage is a seasonal pattern and not necessarily indicative of a permanent deficit.

Staff also reported receipt of a request for information (RFI) from the state concerning the county’s district name and additional implementation details. The presenter said the RFI has been shared with directors and that the timeline for the first phase of implementation has been extended, with discussion pointing to possible target dates in 2027 (options mentioned included July or December 2027). Staff said they would review the RFI in detail and follow up with commissioners and district-area directors to plan implementation steps.

During discussion commissioners raised legal and logistical concerns about the district model, noting that counties may remain responsible for work performed by non-county employees and that the county could have limited control over those workers. No formal direction to adopt or reject a district plan was recorded; staff said it will continue to review the RFI and will engage commissioners as implementation planning progresses.
