River Ridge CDD appoints resident Keith Merrill to fill vacant Seat 1

The River Ridge Community Development District Board of Supervisors unanimously appointed Keith Merrill to fill the vacant Seat 1 at its Oct. 22, 2024 meeting and immediately administered his Oath of Office.
Chair Bob Schultz nominated Merrill after the two candidates—Merrill and resident Kevin Ofenloch—were discussed. On a motion by Schultz, seconded by Robert Twombly, the Board voted "with all in favor" to appoint Merrill to the unexpired term ending November 2026.
District Manager Cleo Adams, serving as a Notary, administered the Oath of Office to Merrill. Adams and District Counsel Tony Pires then reviewed statutory duties and compliance steps for new public officers, including required ethics training, filing Form 1, the Sunshine Law and the Form 8B memorandum of voting conflict.
Merrill, described by Chair Schultz as a longtime Pelican Sound resident with extensive HOA experience, will serve as an Assistant Secretary per the officers elected under Resolution 2025-01. The Board noted the seat’s prior connection to The Meadows neighborhood but selected Merrill based on his resident service.
The appointment concludes the Board’s process to fill Seat 1; staff said they will provide Merrill with materials on training and disclosure filings.
The Board’s next meeting was rescheduled to Nov. 19, 2024.
