Lake City Council adopts 2023 appropriations, adds $54,000 for street paving and renews $1 vehicle leases

LAKE CITY, Ark. — The Lake City Council adopted two budget ordinances and approved several related spending and procedural items at its Jan. 16 regular meeting.
Mayor Cameron Tate called the meeting to order at 5:30 p.m. in Lake City Hall Council Chambers. After roll call showed five councilmembers present, the council moved to business on the agenda.
Councilmember Brenda Hutcheson moved and Councilmember Kate Wells seconded approval of corrected minutes from the Dec. 13, 2022 meeting; the motion passed unanimously.
The council then considered ordinance business. Clerk Lisa Sitz read Ordinance No. 318-23 by title only; the ordinance amends Ordinance No. 317-22, which set 2022 appropriations for the city. Councilmember Brenda Hutcheson moved to adopt Ordinance No. 318-23 and Councilmember Harmony Cash seconded; Councilmember Cash moved the emergency clause, seconded by Councilmember Jake Emery. Each motion passed 5–0.
Clerk Sitz also read Ordinance No. 319-23 by title only; the ordinance provides the appropriation ordinance for the 12 months beginning Jan. 1, 2023, and declares an emergency. Councilmember Hutcheson moved to adopt Ordinance No. 319-23, which the council approved unanimously, and the council subsequently passed the ordinance's emergency clause by the same vote.
Mayor Tate asked the council to renew the vehicle lease agreement for the mayor and the city clerk for 2023. Councilmember Hutcheson moved and Councilmember Harmony Cash seconded to renew the lease of the mayor's and clerk's personal vehicles for the sum of one dollar; the motion passed 5–0.
Councilmember Hutcheson moved, and Councilmember Wells seconded, to add state aid street funding to the agenda; that addition was approved unanimously. The council then approved a motion by Hutcheson, seconded by Wells, to add $54,000 to the 2023 budget to cover additional street-paving costs. That motion passed 5–0.
Councilmember Wells requested discussion of employee sick-day rules. After a brief discussion and a request by Councilmember Hutcheson that Mayor Tate gather comparative information from other small cities, the council decided to table consideration of sick-day rules until the next meeting.
The council set its next regular meeting for Feb. 20, 2023. At 6:50 p.m. Councilmember Hutcheson moved to adjourn, the motion was seconded by Councilmember Jake Emery and passed unanimously.
