Commission approves 16-item consent package including multiple grant applications and capital projects

Athens-Clarke County commissioners on May 5 approved a 16-item consent package that authorizes grant applications, budget amendments and contracts across housing, transportation, public safety and infrastructure.
The package, approved by a motion from Commissioner Wright and seconded by Commissioner Taylor, passed by unanimous vote. Key items include authorization to accept, if awarded, up to $700,000 in HUD Economic Development Initiatives funds for affordable housing rehabilitation; a $6,891,195 Congressionally Directed Spending application for the Cook's Trail restoration project; and acceptance of a $1.2 million Georgia Department of Transportation aviation grant, if awarded, to rehabilitate the Athens–Ben Epps Airport terminal apron. The commission also authorized a $194,239 work authorization with RS&H, Inc. for design services related to the apron project.
The commission approved acceptance of approximately $728,531 in Criminal Justice Coordinating Council accountability-court grant funding to continue DUI Court, Felony Drug Court, Family Treatment Court, Treatment and Accountability Court, and Veterans Court, and authorized one-year service contracts with Advantage Behavioral Health Systems for counselor and case-management support. The agenda packet also included authorization to submit and accept, if awarded, up to $368,887 in FEMA/GEMA Hazard Mitigation Grant Program funds for communications, mitigation-plan updates and mitigation actions to reduce wind- and flood-related damages.
Other consent items included: a multi-part amendment to the county code affecting the internal auditor and the Office of Operational Analysis; code changes related to the Public Safety Civilian Oversight Board; contract and procurement approvals (a courthouse HVAC change order, a $1,572,438 task order with Stantec for raw water intake rehabilitation design, and an award to Structural Resources, Inc. for residential traffic management work); SPLOST project concept approvals; an amendment to the collective bargaining agreement with IAFF Local 2795; and several planning and parking-related ordinances.
Votes at a glance: the consent motion that bundled these 16 items passed unanimously (mover: Commissioner Wright; second: Commissioner Taylor). Separately, earlier in the meeting the commission approved a Tallassee Road bridge public-art recommendation by roll-call vote (7–2). The commission authorized the mayor and appropriate staff to execute all related grant agreements, contracts and documents where applicable. No public comment was recorded on most consent items.
