WIN Waste manager outlines Tunnel Hill landfill's waste-to-energy operations for Hebron council

Matt Holland, general manager for WIN Waste Innovations’ Heath location, told the Village of Hebron combined council committees on Feb. 19 that WIN Waste operates a curb-to-grid waste and recycling service and that Hebron’s collected waste is taken to the company’s Tunnel Hill landfill for processing.
Holland said Tunnel Hill uses a multi-step gas-cleaning process to remove sulfur and convert landfill gas into renewable energy. “We convert gases into renewable energy … producing enough power at the Tunnel Hill landfill to heat over 35,000 homes a year,” Holland said. He described the company’s footprint as including 19 hauling facilities, 14 transfer stations, 13 waste-to-energy facilities and two material recovery facilities across multiple states.
Holland said WIN Waste began providing service to Hebron after acquiring certain assets from Adkins Disposal in March 2023. He summarized the company’s approach as collecting residential, commercial and industrial waste and recycling at the curb, recovering materials for reuse and converting residual gases into energy.
Council members and staff asked about landfill processes, EPA oversight and procedures for closing or sealing a landfill when it reaches capacity; the transcript records discussion but no follow-up action or vote on the presentation. No costs, contract changes or regulatory determinations were proposed at the meeting.
