Hebron council approves bank reconciliation, accepts Humane Society report and directs new pretreatment fees

The Village of Hebron Council on Feb. 12 moved through routine financial and contract matters, voting unanimously on several administrative items.
Council President Randy Wolf moved to acknowledge receipt, review and approval of the January 2025 bank reconciliation; the motion passed with all councilmembers present voting in favor.
Village Administrator Jung‑Han Chen presented the Humane Society’s annual report under the village’s animal‑control contract. Council discussed whether the Humane Society handles cats or groundhogs; Mr. Chen said he would follow up. Mayor Mockus and councilmembers discussed options for residents concerned about feeding feral animals and Mr. Wolf suggested contacting a trap‑and‑release group. Following discussion, Mr. Wolf moved and the council voted unanimously to accept the Humane Society annual report.
Mr. Chen also raised the pretreatment fee schedule, noting the program “has been losing money” and that the village worked with V3 Companies to review fees to reflect sampling and other costs. Council voted unanimously to direct the Village Solicitor to draft legislation to establish a new pretreatment fee structure required by village ordinance.
An executive session to consider compensation of a public employee was held beginning at 6:22 p.m.; council reconvened at 6:35 p.m.
These administrative approvals close routine fiscal and contract items; staff will bring any drafted legislation and follow‑up details to future meetings.
