Hebron council elects Randy Wolf president, sets 2025 meeting calendars and committee roles

At its Jan. 8 organizational meeting, the Village of Hebron Council elected Randy Wolf as council president, confirmed mayoral CRA appointments, named Kenney Nauer the West Licking Fire District representative, set regular meeting dates and approved committee assignments for 2025.
Mayor Valerie Mockus called the Village of Hebron’s annual organizational meeting to order at 5:30 p.m. on Jan. 8, 2025. Councilmember Randy Wolf was elected 2025 Council President by roll-call vote and was sworn in by Mayor Mockus.
The election began when Councilmember Stacy Stoner nominated Randy Wolf; Annelle Porter seconded. The roll-call vote recorded five votes in favor and one abstention (Randy Wolf), and Mayor Mockus then administered the oath of office to Wolf.
Mayor Mockus announced two mayoral appointments to serve as 2025 Community Reinvestment Area (CRA) Village Representatives: Economic & Community Development Director Brittany Misner and Tax Administrator Mindy Kester. The mayor stated these are mayoral appointments under the Ohio Revised Code and administered the oath of office to both appointees.
Council also voted to name a representative to the West Licking Fire District. Randy Wolf nominated Councilmember Kenney Nauer, and Annelle Porter seconded. The nomination passed by roll-call vote with all councilmembers voting in favor except Kenney Nauer, who abstained. Mayor Mockus administered the oath of office.
On procedural business, Council directed the Village Solicitor to draft legislation establishing rules for Council meetings and setting dates and times for regular and special meetings; that legislation was added to the Jan. 8 agenda. Council then set its 2025 regular meeting schedule: the second and fourth Wednesdays of each month at 6:00 p.m. The council set Combined Council Committees Meetings for the third Wednesday of each month at 6:00 p.m.
By motion, the council appointed Village Administrator Jung-Han Chen to facilitate the 2025 Combined Council Committees Meetings. Council approved the mayor’s presented committee assignments for 2025 (Finance; Water & Wastewater; Economic Development; Public Works; Police; Personnel) by unanimous roll-call vote.
The meeting record also lists membership for the Records Commission, the Tax Incentive Review Committee and the Shared Income Tax Negotiating Team, and notes Amy Hoshor as a resident member and Wesley K. Untied as Village Solicitor on related listings. Council adjourned at 5:48 p.m. after a unanimous vote to adjourn.
All motions and formal votes recorded in the minutes were procedural approvals or appointments; no ordinance readings or policy adoptions were recorded at this meeting. The solicitor will draft the formal legislation to codify meeting rules and schedules for future consideration by council.
