Burlington council holds executive session to evaluate applicant; no action expected

Burlington, Wash. — Mayor Bill Aslett called the special City Council meeting to order at 6:11 p.m. on May 7, 2026, and briefly recessed while awaiting an additional councilmember.
City Attorney Leif Johnson recited that "pursuant to RCW 42.30.110(g), an executive session will be held to evaluate the qualifications of an applicant for public employment," and cited RCW 42.30.140, which requires that final hiring decisions or salary-setting for individuals or classes of employees be made in an open meeting. Johnson said he did not expect any formal action at the conclusion of the executive session.
Councilmembers Joe DeGloria, James Stavig, Elizabeth Turman-Bryant and Kelsey Freeman were recorded as present. Staff listed in the meeting record included Human Resources & Administrative Manager Kristen Bachhuber and Interim City Administrator Andy Parks. The executive session was conducted under the statutory authority Johnson cited and was not described further in the public record.
Johnson told the council the closed session was expected to last about 15 minutes, from 6:20 p.m. to 6:35 p.m., and he called for an additional five minutes to conclude at 6:40 p.m.; the session was recorded as closing at 6:44 p.m. Mayor Aslett then adjourned the meeting at 6:45 p.m.
