Community Development Director Brad Johnson presented an overview of the City of Burlington's Comprehensive Plan update at the April 23 meeting, describing state-mandated elements, updated population and employment growth projections and a timeline for Council review and public engagement.
Johnson reviewed proposed changes to the Land Use Element to address state requirements and anticipated growth, including proposed land use designations, housing and employment allocations and zoning policy options to support planned development capacity. Council members asked questions and provided feedback about development patterns, density and long-term planning priorities.
Parks staff presented updates to the 2026–2031 Parks, Recreation, and Open Space (PROS) Plan. Director Sarah Ward and Parks & Recreation Administrative Specialist Shelley Johnstone outlined goals, proposed capital improvements for the next six years, and emphasized that the plan reflects community input and supports grant eligibility. Council asked about project priorities, maintenance needs and alignment with long-term growth.
Staff indicated the Comprehensive Plan and PROS Plan will return for additional Council input and subsequent adoption steps; no final adoption occurred at the April 23 meeting.
