DelDOT unveils $4.04 billion draft FY23–28 CTP; council votes to release plan for public comment

Delaware’s Department of Transportation presented its draft FY23–28 Capital Transportation Program and related agency updates during the Council on Transportation’s Aug. 18, 2021 virtual meeting, and the council voted to move the draft plan out for public comment.
Secretary Nicole Majeski summarized DelDOT initiatives, transit highlights and the pandemic’s effects on department finances, including Trust Fund revenues and debt-service as a share of revenue. Chairman Ted Williams asked about DMV revenue assumptions amid a slowed new-car market; Majeski said DelDOT "meets with dealers regularly to get updates of where they are," and added that an unexpected increase in used-car sales late in the fiscal year helped revenues. Williams also asked whether DelDOT had received federal reimbursements for added operating costs tied to high-profile visitors; Majeski said, "DelDOT has not seen any type of reimbursements."
Deputy Secretary Shanté Hastings provided a project implementation update, highlighting corridor work such as the I‑95 Restore the Corridor effort, 141 improvement projects, the Camden Bypass and the Route 13 widening project. Pam Steinebach of DelDOT Planning reviewed the biennial CTP timeline and presented the draft county funding breakdown: New Castle — $2.03 billion; Kent — $0.71 billion; Sussex — $1.3 billion, for a systemwide total of $4.04 billion.
Steinebach outlined county project highlights, including a port-area truck parking facility in New Castle County; Brenford Road, the Garrison Oak connector and Irish Hill Road upgrades in Kent County; and multiple corridor and intersection improvements in Sussex County, including work on US‑113 corridors and intersections at Redden Road and Avenue of Honor. She also announced public hearing dates for the draft: New Castle on Sept. 15, Kent on Sept. 23 and Sussex on Sept. 29, 2021.
Chairman Ted Williams put forward a motion to release the FY23–28 CTP for public comment in September. Councilwoman Pam Scott moved the motion, Councilman Thomas Holmes seconded, and the motion was approved; the minutes record the outcome as approved without a roll-call vote. The chair opened the floor for public comment; none were received, and the council then adjourned.
