DelDOT details FY21–FY26 CTP implementation and major county projects; resident questions Kings Highway timeline

Marc Coté told the Council the FY21–FY26 CTP was approved by FHWA and FTA on Nov. 19, 2020. He reviewed county-specific projects and responded to public concern that Kings Highway’s PE phase was delayed; DelDOT said the project remains scheduled to start in FY22 with PE extending into FY23–FY24.
Delaware Department of Transportation planning director Marc Coté briefed the Council on implementation changes to the FY21–FY26 Capital Transportation Program (CTP) and listed major projects planned across New Castle, Kent and Sussex counties. He noted the CTP received Federal Highway Administration and Federal Transit Administration approval on Nov. 19, 2020.
Coté listed New Castle County projects including SR 896 widening (US 40 to I‑95), the I‑95/SR 896 interchange, the Tyler McConnell Bridge corridor (SR 141, Montchanin Road to Alapocas Road) and I‑295 northbound improvements. For Kent County he cited West Street (New Burton Road to North Street) and SR 1 Scarborough C‑D roads. In Sussex County he named US 9 Kings Highway (Darthmouth Dr. to Freeman Highway), a US 9/US 113 grade-separated intersection, Plantation Road improvements (SR 24 to US 9) and HSIP intersection projects at Dairy Farm Road and Beaver Dam/Fisher Road.
During public comment Jay Tomlinson, a Lewes resident, asked why Kings Highway development appeared to be delayed in the preliminary engineering (PE) process. Coté replied that the project remains scheduled to begin in FY22; the original schedule shows PE in FY22 and FY23 and DelDOT expects the PE phase to continue into FY23–FY24, with additional funding added for those years. Coté said PE often overlaps with right-of-way work because design changes occur while negotiating property and acquiring rights.
Acting Deputy Secretary Shanté Hastings added that PE funding frequently extends into right-of-way and that design work continues while DelDOT works with property owners and holds public meetings to achieve consensus, which can lengthen the calendar time from PE start to construction.
The council received the update; no separate vote on CTP implementation was recorded at this meeting.
