Council reviews draft FY25–30 CTP project candidates and considers revamping prioritization process; vote set for February

Pam Steinebach, Director of Planning for the Department of Transportation (DelDOT), presented the draft FY25–30 Capital Transportation Program (CTP) project candidates to the Council on Transportation on Dec. 14, 2023 and reviewed potential changes to the COT project prioritization criteria.
Steinebach summarized project candidates by county, described updates to project summaries and reviewed public comments collected from three county workshops. She said an interactive webpage with the Draft FY25–30 CTP new project candidates is available for public review and comment.
Steinebach also reviewed the current prioritization process and presented options for revamping the criteria used to rank candidate projects. The Council discussed timing and a proposed process for COT working meetings to refine prioritization ahead of the FY27–32 cycle.
Shanté Hastings, Deputy Secretary and Chief Engineer, provided an overview of DelDOT’s general project implementation process — from initial project ideas and studies through long-range plans and CTP program inclusion — to clarify how candidate projects move into implementation.
Pam Steinebach said the Council will vote on the FY25–30 CTP projects at its next COT meeting in February 2024. During the public comment portion, State Senator Eric Buckson asked about updates on Tax Increment Districts in Kent County; Steinebach agreed to provide an update to Senator Buckson and to send COT members a list of prioritization-process items to review before special meetings.
What happens next: the Council will hold a February 2024 meeting to vote on the draft FY25–30 CTP project list; COT working meetings will be scheduled to review proposed prioritization-criteria changes prior to the FY27–32 cycle.
