Poseyville council approves year-end appropriation transfer, TRECS agreement and bank consolidation

POSEYVILLE — The Poseyville Town Council on Dec. 9 unanimously approved a series of year-end and administrative actions intended to simplify accounting and prepare for a software changeover.
Council President Justin Rutledge presided over the meeting, during which the council approved the Nov. 12 meeting minutes and several financial dockets by roll call. Council members accepted the Claims Docket and the Payroll Allowance Docket after motions by Mike Baehl and Randall Rankin and recorded unanimous yes votes from Rutledge, Baehl and Rankin.
Clerk-Treasurer Jodie Rankin presented Resolution 2025-12-09-01, which authorizes the treasurer to transfer appropriations between categories within a single fund for year-end adjustments; the council adopted the resolution on a motion by Baehl, seconded by Rankin.
Also on the agenda, Utility Office Manager Billye Robling submitted a TRECS Clearing House Letter of Agreement covering Dec. 1, 2025–Oct. 2, 2026; President Rutledge explained the mechanics and the council voted to approve the agreement.
Rankin told the council the town has begun onboarding with new accounting and billing software vendor BS & A and recommended consolidating multiple checking accounts to reduce inter-account transfers and auditing complications. The council voted unanimously to combine all checking accounts in 2026; First Bank will honor current service charges and interest rates, according to Rankin.
The council approved purchases of AED supplies for the fire department from AED Market totaling $1,093 after Chief Kolley reported that Basic Life Support recertification revealed expired supplies. The council also noted that Fire Recovery funds invested in the Fire Department Cumulative Fund total approximately $15,000 and will be appropriated in 2026 if needed.
Other routine items — including approval of the Utility Adjustment Docket and the November bank reconciliations — were handled by unanimous votes. A request to speak by Amy and Dan Beavin of Play Sets by Play-Mor was noted but the speakers were not present.
The council set a public hearing for a Farmington Ridge annexation petition for Jan. 13, 2026 and discussed a route request from Barnhart Crane & Rigging for an oversized load; staff will prepare a denial letter for the council president to sign if the town denies the request. The council also decided to advertise for cemetery mowing bids, with sealed bids due before the Feb. 10, 2026 meeting.
The meeting adjourned at 7:08 p.m. The next regular council meeting is scheduled for Jan. 13, 2026, at 5:30 p.m.
