Bennet council hears code‑enforcement and zoning presentations, approves park lighting and hears childcare proposal

Troy Nielsen of Signal described his company's code-enforcement procedures and partnerships with municipalities and answered council questions about operational details. Jeffrey Ray of Ray Planning Services offered to review Bennet’s municipal code and zoning regulations and said he would submit a contract proposal for zoning-administration consulting.
Kristi Sittner requested approval to install permanent lighting on the Bennet City Park shelter, gazebo and storage shed. The council approved the installation contingent upon the Bennet Community Fund raising the required funds and authorized a Park Fund donation of up to $1,000, subject to mayoral approval.
A childcare foundation presentation by Council Members Josh Buck and Jesse Schmidt with Cassie Wemhoff outlined plans for a building to include daycare, a gymnasium, meeting space and a potential library/historical society area; presenters said they are pursuing a city lease for ground near the water tower. Council discussion noted the concept but did not finalize any lease or site commitments during the meeting.
City Attorney/Engineer Brian Schuele explained the Quincy Street right-of-way project and said property owners must be contacted prior to approving surveying work; the Catlett Surveying fee item was removed from the consent agenda for that reason. Council also discussed the USPS lease, noting rent increases and concerns about an environmental clause; Council Member Josh Buck and Schuele will seek an inspection quote.
Public comment included Larry Kramer asking about a banner for the Dec. 6 Christmas in the Park; Nebraska City Utilities indicated it could not install the banner because of clearance issues. The council later entered closed session for pending litigation and adjourned after returning to open session.
The council did not take final action on the hazard mitigation plan or the maintenance building bid; both items were deferred to the December meeting for further review.
