Bennet council adopts water-rate ordinance, reshapes Board of Adjustment and approves infrastructure work

At its Nov. 10 meeting the Bennet City Council approved final reading of a water-usage ordinance, removed existing Board of Adjustment members and adopted by-laws for the Council to serve as that board, approved public-works contracts and authorized fund transfers; the Hazard Mitigation Plan and several projects were tabled.
The Bennet City Council on Nov. 10 approved a package of ordinances, resolutions and project approvals affecting utility rates, city governance and local infrastructure.
Mayor Ryan Cheney presided over the meeting at Bennet City Hall. On final reading the council passed Ordinance 2025-8.1 to amend the city’s water-usage rates; the motion carried on a roll-call vote with Council Members Pete Simmons, Jesse Schmidt, Dan Zieg and Josh Buck voting yes.
The council also approved Resolution 2025-11.5 to remove the current members of the Board of Adjustment following a municipal code change that allows the City Council to act as the Board of Adjustment. The council then adopted Board of Adjustment by-laws to govern its new role. Both measures passed by unanimous roll-call votes.
Council approved the appointment and administrative items on the consent agenda, including certification related to the Street Superintendent for 2025 and a resolution appointing Brian Friedrichsen as the 2026 Street Superintendent.
Public-works approvals included acceptance of the Pavers proposal for an area inlet at Van Buren and Garden and authorization to clean the ditch on the north side of Cottonwood at Cochrane Corner to improve drainage (not to exceed $13,000). Both projects were approved by unanimous votes. The council tabled the maintenance building bid process and postponed adoption of the Lower Platte South NRD Hazard Mitigation Plan until December after removing that item from the consent agenda for separate consideration.
On investments and cash management, Council approved moving $1.1 million from Union Bank & Trust to NPAIT and transferring $248,387.50 into SLGS bonds per a schedule presented by Council Member Jesse Schmidt; roll-call votes were recorded in favor of both transfers.

The council discussed but did not adopt the Lower Platte South NRD Hazard Mitigation Plan and deferred a maintenance building bid to December. The meeting adjourned after a brief closed session on pending litigation.
