IDEM finds multiple violations at Morgantown wastewater lagoon; council to submit action plan

The Indiana Department of Environmental Management (IDEM) issued a noncompliance letter to Morgantown describing multiple violations at the town’s wastewater lagoon, and the council discussed next steps at its Sept. 8 meeting.
Town officials said IDEM’s letter cited excessive inflow and infiltration to the collection system, lapses in SSO inspection documentation (which had stopped being recorded in January 2025), two of three mixers out of service, and an unapproved open liquid chlorine tank with no secondary containment. IDEM also noted late report submissions and warned that construction permits are required before installing or modifying treatment equipment.
DPW representative Kyle Rooks told the council the lagoon needs more aerators. Council President Joe Blevins said he has written a response to IDEM and is working with Lori Young on remediation. The council was told the town must submit an Additional Action Plan to IDEM outlining how it will correct the deficiencies.
The minutes do not include technical reports or timelines beyond the requirement to prepare the Additional Action Plan. The council recorded no public comment on the matter at the meeting. Next steps are for town staff and council leadership to develop the plan and follow IDEM’s submission requirements.
