Hiram council elects Chris Szell as 2024 council president; adopts rules and calendar by general consent

Chris Szell was elected council president for 2024 by a unanimous voice vote at the Hiram Village Council’s Jan. 9 meeting. Mrs. Greenwood nominated Szell and Mr. Smith seconded; Szell accepted the nomination and the vote was 5-0 in favor.
Mayor Anne Haynam explained that Council will use general consent to expedite routine business: "General consent is a process that simply removes the discussion for items that are of general consensus. It is used for expediency," she said, asking three times for objections before treating items as approved. Using that process, Council adopted Roberts Rules of Order, 10th edition; approved the 2024 council meeting calendar (second Tuesday of each month at 7 p.m.); approved the Dec. 12, 2023 minutes; and approved the presented agenda — all with no objections.
The meeting opened at 7:00 p.m. in the Rosser Municipal Building. The mayor also delivered the written State of the Village report, which is attached to the meeting minutes. There were no public comments during the meeting's public-comment portion.
The unanimous, procedural actions set the council’s formal meeting schedule and rules for 2024 and cleared routine business from the night’s agenda so the body could focus on departmental reports and pending ordinances.
