Manila says sewer easement agreement likely saves project; temporary permit sought to finish RV dump station

Mayor Kathi Knight said the Town of Manila has likely reached agreement on a needed easement for the town's sewer improvement project, a development she said would allow the project to proceed with only one small lift station rather than an expensive alternative that might have forced cancellation.
"With this agreement, the Town will likely need only one small lift station; without it, the project may have been too costly and potentially canceled," Knight said. The mayor emphasized that final easement documentation is still pending before the town can consider the arrangement finalized.
Knight also reported that construction of the lagoon tied to the new RV dump station is nearly complete but that road base needs to be removed from the site. She said work was delayed because no encroachment permit had been obtained for an existing driveway the contractor assumed could be used. "I will submit a temporary encroachment permit application (90‑day term) to allow removal of road base and completion of lagoon work," Knight said, and added she will attend a County Planning and Zoning meeting next Tuesday to seek approval of a conditional‑use permit for a permanent RV station entrance off Airport Road.
Why it matters: the easement reduces engineering and pumping needs for the sewer project, which lowers capital and operating costs for the town and increases the likelihood the project will move forward. The temporary permit, if granted, is intended to allow finishing site work without delay while county approvals for the permanent access are pursued.
The council did not take a formal vote on the easement or encroachment permit during the work session; both items were discussed as updates and will appear on the regular Town Council agenda for formal action when documentation and permit applications are complete.
