Council on Transportation reviews FY21 finances and planning timeline, approves June minutes

The Council on Transportation met virtually Aug. 19, 2020, approved minutes from its June 22 meeting and received updates from DelDOT on finances and planning work.
Secretary Jennifer Cohan reviewed the council's statutory role under Delaware Code Title 29 Section 8409 and presented slides outlining COVID-19 impacts on DelDOT finances. She summarized FY21 figures shown to the council: Sources of Funds, $1,951.3 million; FY21 Operating Uses, $331.2 million; and FY21 State Capital, $375.1 million.
DelDOT planning staff followed with an update on ongoing studies. Josh Thomas described the types of studies DelDOT pursues, how they are initiated and funded, and cited active projects including the Churchman's Crossing Plan, the Kent East/West Freight Study and the Coastal Corridors Study. Chairman Ted Williams asked whether a study recommendation would fix the boundary for a potential Tax Increment District (TID) at Churchman's Crossing; Thomas said any TID boundary would be discussed and could be adjusted if the study recommended it.
Marc Coté outlined the biennial Capital Transportation Program (CTP) process, explaining the agency's move to label the even fiscal year as the Adoption Year and the odd fiscal year as the Planning Year. He described typical milestones — draft reviews, county public workshops, review of comments and a February adoption vote — and noted DelDOT will begin work on the FY23–28 CTP in February 2021.
Chairman Ted Williams opened the floor for public comment; none was offered. Councilwoman Pam Scott moved to approve the June 22 minutes; Councilman Martin Lessner seconded and the motion passed. Scott then moved to adjourn; Lessner seconded and the council approved the adjournment. The meeting record was filed by recording secretary Lori Sherwood.
