Pima council approves deed transfer, IGA with Safford and CD renewal; tables PHI Cares for budget session

The Pima Town Council took several administrative and budget-related actions at its May 13 meeting and scheduled a follow-up budget session for May 20.
Councilmember Cade Bryce moved to accept a quit-claim deed for 600 South; Councilmember Lucas Hoopes seconded and the motion carried unanimously. The council later approved renewal of a money certificate of deposit after Manager Venon Batty raised the item; Councilmember Georgia Luster moved the renewal, seconded by Councilmember Lucas Hoopes, and the motion carried unanimously.
On intergovernmental cooperation, Councilmember Bryce moved to approve an intergovernmental agreement and adopt Resolution 2025-10 to allow the City of Safford to use the town's asphalt zipper; the motion included adding a Consumer Price Index clause to cover inflation and was seconded by Councilmember Hoopes. The motion carried unanimously.
Manager Batty presented a proposal from PHI Cares, a helicopter medical-transport membership service; presenters Carrie Brookshire and J.C. Click said there are 83 active memberships. Vice Mayor Teresa Bailey directed the council to table the PHI Cares item for further discussion at the budget work session.
Manager Batty described a plan for the school sewer project that includes a new lift station on the east side of Ash Creek; Vice Mayor Bailey directed staff to proceed with that plan. Batty also announced a chip sealing program covering about eight miles beginning May 26 for roughly four days and described plans to replace a damaged west-side town sign using a photo provided by Jon Johnson. He proposed assigning his town truck to the new part-time building inspector and receiving a stipend of $600 per month plus $100 per month for gas; council consensus approved the stipend and established reimbursement for travel beyond a 100-mile roundtrip at the state rate.
