Murray County board approves grants, emergency plan and personnel policy updates; tables drainage repair and discusses recycling center

The Murray County Board of Commissioners on Aug. 26 approved several routine and operational items, including accepting a donation for public-safety gear, adopting an amended Emergency Operations Plan and approving clarifications to employee holiday and overtime policies.
Donation: The board accepted a $5,400 donation/grant from Nobles Co-Op to buy vests/plate carriers for the county Heat Team after staff secured a matching grant through CoBank; total cost of equipment is $5,401.83 with Murray County covering $1.83. The motion was moved by Commissioner Mark Carlson and seconded by Commissioner Jackie Meier.
Emergency Operations Plan: The board approved an updated Emergency Operations Plan that incorporates MNWalk HAZMAT reporting thresholds and clarifies how county facilities report threshold hazardous materials; the motion to approve was moved by Commissioner Roger Zins and seconded by Commissioner Mark Carlson.
Personnel policies: The board approved an amendment clarifying that holiday pay is capped at eight hours per holiday within the existing 88-hour annual cap (moved by Jackie Meier, seconded by Mark Carlson). The board also approved a change requiring employees to provide explanations on timesheets for any overtime worked to ensure federal compliance and consistent payroll processing (moved by Jackie Meier, seconded by Loy Woelber).
Ditches and drainage: For Petition 2025-027 (CD 56, Bondin Township Section 9) the board approved obtaining right-of-way and authorized Opdahl Farm Drainage to perform repairs (motion by Roger Zins, seconded by Mark Carlson). For Petition 2022-047 (CD 43, Belfast Township Section 16), engineers advised the tile either be replaced or an improvement petition be filed; the board tabled that petition pending discussion with neighbors and asked County Attorney Travis Smith to report back.
Recycle Center operations: Commissioners discussed a recent influx of cardboard and loose materials at the county Recycle Center. Schaap Sanitation placed an additional roll-off; staff member Jon will install signage to remind residents to break down boxes and to clarify that single-sort (no sorting required) procedures apply.
The meeting adjourned at 9:45 a.m. and the board proceeded to a work session.
