BAR approves several residential renovations, renews downtown mixed‑use approval and OKs chimney replacements

The Winchester City Board of Architectural Review on Nov. 7 approved a series of exterior‑work applications and a renewal of a previously approved downtown mixed‑use project.
The board granted a certificate of appropriateness for work at 710 South Washington (BAR24‑747), approving exterior repairs, storm window replacements and a wrought‑iron side railing the board allowed to be administratively approved. Applicant Gerald Crowell told the board the house (1913) was undergoing a multi‑$100,000 renovation to address structural and accessibility needs. "We're going to reglaze the existing wooden windows," Crowell said, adding plans to replace porch decking and repair siding. The motion to approve BAR24‑747 as submitted, with administrative approval of the wrought‑iron railing, passed.
The neighboring property at 712 South Washington (BAR24‑809) — a 1952 house Crowell said is presently a rental — was also approved for like‑for‑like wood window replacement, gutter repair and siding work; staff and board members found the proposal consistent with Chapter 2 residential rehabilitation guidelines.
The board approved BAR24‑785, allowing a replacement front door and a decorative stained‑glass attic window; the applicant (Ron Siffles) said the mahogany door and the stained glass were compatible with the home's Colonial Revival / foursquare character.
On a downtown project, the board renewed the certificate of appropriateness for Link Ventures' Cameron Square mixed‑use development at 101 East Fairfax Lane. Staff and the applicant said the packet and materials remain the same as the prior approval; the applicant confirmed that garage glazing, storefront details and lighting will be provided later as requested in the original 2022 approval.
On BAR24‑842, a representative for Foursquare Architects explained that two nonfunctional brick chimneys at 300 South Washington are expensive to shore and the team proposed replacing them with stud‑framed chimneys clad to match the new siding and capped in cast stone. The board approved that application by a 3–2 vote. The architect said the new chimneys would match the same height, detailing and finishes so the house's exterior appearance would be preserved.
Next steps: staff will process administrative approvals (rails, minor riser replacements) and expect applicants to submit any required additional materials for filing and building permits.
