The Winchester City Planning Commission voted to forward a recommendation of approval to city council for RZ-24694, which would rezone two parcels at 341 and 345 North Pleasant Valley Road from B-2 (medium highway commercial) to MR (medium-density residential).
Planner Mr. Stewart said the rezoning aligns the parcels with adjacent MR zoning to the north and is consistent with the comprehensive plan’s neighborhood stabilization guidance. He noted staff found no outstanding issues and that at least one email from a neighboring property owner objected to the request; staff said they had exchanged follow-up information with that neighbor.
Commission discussion focused on permitted uses under the current B-2 zoning (which are largely by-right) and the need to ensure the neighbor is aware of how permitted uses differ between the two districts. A commissioner asked staff to clarify what commercial uses would remain allowed if the zoning were not changed; staff said the B-2 zoning carries broad by-right uses and agreed to make sure the neighbor understood the implications.
A motion to forward a recommendation of approval—finding the request represents good planning practice and is consistent with the comprehensive plan—was moved, seconded and carried on voice vote.
Next steps: The planning commission’s recommendation will be sent to Winchester City Council for final action.
